From your telegram under reference
it appears that you would be prepared
to consider on their merits for application
of Salaries Commission terms cases of
officers who were on the Hong Kong
establishment on 1st January 1947, but
who were not on duty in the Colony on

(a) have subsequently returned, or
(10) have been seconded elsewhere
2. I am not clear whether you propose
to extend such consideration on merits
of case to officers who were on the
Hong Kong establishment on 1st January
1947, but who were not on duty in the
Colony on that date (and have not
subsequently returned) because they were
on leave prior to transfer or retirement.
3. If you propose to consider cases
of officers referred to in para. 1 and
not repeat not those referred to in
para. 2, will not this give rise to
difficulty and do you feel that any
representations which might be made by
officers referred to in para. 2 could be
satisfactorily answered?
